File a police report: They are correct in going to the nearest police station in Nice to report the theft of their passports and Green Cards.
This is a crucial first step:
1. Contact the U.S. Embassy in Paris: Since your brother's wife is a U.S. citizen and your brother is a U.S. Green Card holder, they should contact the U.S. Embassy in Paris as soon as possible. The embassy can assist with:
Issuing an emergency passport for the U.S. citizen's wife.
Guiding how to proceed for your brother as a Green Card holder.
2. Visit the Indian Embassy in Paris: For your brother, as an Indian citizen, visiting the Indian Embassy is a good idea. They can assist with:
Issuing an emergency certificate or temporary passport for travel back to the U.S.
3. Report the stolen Green Card: Your brother should report his stolen Green Card to the U.S. Embassy. While they can't replace it abroad, they can guide the next steps.
4. Apply for a return visa: Your brother, as a Green Card holder, may need to apply for a special immigrant re-entry permit (SB-1 visa) if he's been outside the U.S. for more than a year. This can be done at the U.S. Embassy in Paris.
5. Prepare for return to the U.S.: They should gather any available documentation proving their identity and status (copies of stolen documents, driver's licenses, etc.) to facilitate their return to the U.S.
6. Contact airlines: They should inform their airline about the situation, as they may need to make special arrangements for travel without their usual documents.
Remember, the U.S. Embassy in Paris should be their primary point of contact for navigating this situation, especially regarding their return to the United States. They can provide the most up-to-date and relevant assistance for U.S. citizens and Green Card holders in this situation
