Introduction
Moving to France as a citizen of an EU country (or dual citizen of a non-EU and EU country) or as the spouse of an EU citizen involves specific steps and conditions. This guide provides an overview of the essential information and steps needed to make your transition smooth and successful.
EU Citizens
Freedoms and Conditions
As an EU citizen, you have the freedom to move, work, and live in France. Here are the key points to consider:
Monies to Support Yourself: Ensure you have sufficient funds to support yourself financially.
Accommodation: Have a place to stay, whether it is owned, rented, or provided by someone else.
Private Health Insurance: Secure private health insurance until you are integrated into the French healthcare system. This process can take up to 12 months unless you are employed in France, have an S1 form (a statement from your home country covering your healthcare costs in France), or set up your own business.
Recognition of Qualifications
Be aware that qualifications obtained in non-EU countries (e.g., UK, USA) may not be recognized in France. Check the Guichet Qualifications for more information.
Community and Support
Join the EU Citizens Moving to France Facebook Group for support and advice.
Utilize the support provided by any of the individual EU countries' embassies/consulates, not just your home country's embassy/consulate.
Non-EU Spouse of an EU Citizen (excluding French spouses)
If you are a non-EU spouse of an EU citizen, follow these steps within three months of staying in France, whether for an extended holiday or moving permanently:
Register for a Carte de Séjour (CdS or Residency Permit): Apply online within three months of arrival. See more details here.
Freedom of Movement Conditions: Meet the same conditions as the EU spouse (financial means, accommodation, health insurance).
Note: You must travel with or to your EU spouse. If you travel solo, you will need a visa.
Non-EU Spouse of a French EU Citizen
You need to apply for a visa as local French immigration rules apply. Helpful resources include:
Remain in France Together Group (especially useful for UK citizens)

Residence Card for Extended Holidays
If you are not intending to move permanently but want to stay for an extended holiday, contact "Your Europe" for advice. Each EU country has its own rules for issuing a Carte de Séjour for long stays. Proof of financial activity and return to your home country may be required to avoid misunderstandings about your residency status.
