Navigating Visa Application and Health Insurance Challenges in France: A Guide for International Students

Dernière mise à jour : 5 nov. 2024

Question that inspired this post(posted on 25/10/2024):

My daughter has done masters from Paris, France. She is currently in France. Her visa application was "closed without further action" because it was incomplete. They wanted her assurance d maladies from ameli.fr health space. But she never got access to ameli.fr as she was not given an access code. Her social security number starts from 02. CPAM wants a valid visa to give her the health certificate, prefecture wants a health certificate to give her a visa.

What should she do to get her APS?

"Hello, someone in our community faced a similar challenge last year. What she can do is apply to a language school, such as Campus Langue, and use the admission letter to reapply for a student residence permit (carte de séjour). This is the quickest and simplest option. She can take care of the health insurance later on. In case of additional clarifications, please join our Discord here - https://discord.gg/FxWEUwkw"

Based on the information provided, your daughter is facing a challenging situation with her visa application and health insurance in France. Here are some steps she can take to address this issue:

  1. Accessing Ameli.fr:

Since your daughter has a social security number starting with 02, she should be able to create an account on ameli.fr. To do this, she needs to:

    1. Go to ameli.fr and click on "Create my account"

    2. Enter her social security number and other required information

    3. If she doesn't have a code, she can request one to be sent by mail to her French address

  2. Contacting CPAM:

If she's unable to create an account online, she should contact CPAM directly:

    1. Call 36 46 from France or +33 184 90 36 46 from abroad

    2. For English language support, call 09 74 75 36 46 from France or 0033 974 75 36 46 from other countries

  3. Obtaining Health Insurance Certificate:

She should explain her situation to CPAM and request a temporary health insurance certificate or attestation. This might help break the cycle of CPAM requiring a valid visa and the prefecture requiring health insurance.

  4. Contacting the Prefecture:

She should contact the prefecture and explain her situation. She may need to:

    1. Use the prefecture's contact form on their website

    2. Call the prefecture directly (numbers vary by department)

  5. Seeking Assistance:

    She could seek help from:

    1. Her university's international student office

    2. A local organization that assists foreign students

  6. Providing Alternative Documentation:

If possible, she should gather any documentation that proves her current status in France (student ID, proof of enrollment, etc.) to support her case with both CPAM and the prefecture.

Remember, persistence and clear communication with both CPAM and the prefecture are key to resolving this situation. If the standard channels don't work, she may need to escalate her case or seek legal advice specializing in immigration issues.
