I have 3 tax declarations (first 2 years 0€), 3rd year(25000€ gross). When will I be eligible to apply for a 10-year card or nationality? How many years? How many more taxes?

I had the same situation, and they accepted mine (although it's only on demade déposé stage). From what I understand, the process takes a long time so you can give them the tax return of future years when you go for your interview for example. That's what I'm planning to do.
For the dossier they ask for 3 years and then later on they may ( and most likely will) ask for the other 2 years. A person needs 5 years of legal residency in France, all legal residents are obliged to declare their worldwide resources each year. The only exception is if applying through having obtained a Master's in France and eligible for the 2-year application. For the submission of the dossier, it is online. Then it goes through the Prefecture who can then ask for more documents. Just because the online system asks for certain paperwork does not mean a person will not be asked for more later on. The file is checked by a human and rechecked at and after the interview. Each Prefecture is different and whereas one may not ask for a certain document another one may well do.

Based on the information provided, your eligibility for a 10-year resident card or French nationality depends on several factors, including your total duration of stay in France and your financial stability. Let's break down the requirements:
Eligibility for 10-Year Resident Card
To be eligible for a 10-year resident card, you generally need to meet the following criteria:
Duration of Stay: You must have been residing legally in France for at least 5 years[2][4].
Stable Income: You need to prove sufficient and stable resources over the last 5 years. This is typically demonstrated through pay slips, tax notices, and employment contracts[1].
Integration: You must show evidence of republican integration into French society, including language proficiency[4].
Given that you have 3 tax declarations, with the first two showing 0€ and the third showing 25,000€ gross, you may need to wait for a couple more years to demonstrate stable income. The prefecture will likely want to see consistent income over a longer period.
Eligibility for French Nationality
The requirements for French nationality are generally more stringent:
Duration of Stay: Typically, you need to have lived in France for at least 5 years before applying for naturalization. This period can be reduced in certain cases, such as if you've completed higher education in France[5].
Stable Income: You need to show stable and sufficient resources to support yourself.
Language Proficiency: You must demonstrate French language skills at least at the B1 level of the Common European Framework of Reference for Languages (CEFR)[5].
Integration: You need to show that you have integrated into French society and adhere to French values.
Recommendation
Based on your current situation:
You likely need at least 2 more years of tax declarations showing stable income to be eligible for the 10-year resident card.
For nationality, you may need to wait a similar period, ensuring you meet the 5-year residency requirement and can demonstrate stable income over that time.
Continue to maintain your legal residency status and ensure all your tax declarations are filed correctly.
Work on improving your French language skills if you haven't already reached the B1 level.
Keep all documentation related to your stay, work, and integration in France.
Remember that meeting these criteria does not guarantee approval. The prefecture has discretionary power in granting both the 10-year resident card and nationality. It's advisable to consult with a legal professional specializing in immigration law for personalized advice based on your specific situation.
